India’s spending on Russian crude oil dropped 14% to EUR 2.5 billion in September, making it the second-largest buyer of Russian fossil fuels after China. Despite a month-on-month decrease, state-owned refineries saw their Russian crude imports fall to their lowest levels since May 2022.
