In a recent announcement, Finance Minister Nirmala Sitharaman confirmed that the newly established Merchant Discount Rate (MDR) is designed to be revenue-neutral for the government. A 0.4 percent MDR will apply to UPI transactions over Rs 2,000, set to begin on October 15. Consumers will benefit, as any transaction below Rs 2,000 and peer-to-peer transfers will incur no fees.
